Quick answer
Obamacare Open Enrollment 2027: Dates, Deadlines and the States That Run Later
HealthCare.gov takes sign-ups for 2027 plans from Nov. 1 to Jan. 15, with Dec. 15 as the cutoff for a Jan. 1 start. Some state marketplaces run later; here is each one we confirmed on the state’s own site, and what changes for 2027.

The short answer
Open enrollment for 2027 Marketplace (Obamacare) plans runs from Sunday, Nov. 1, 2026, to Friday, Jan. 15, 2027, on HealthCare.gov.
Sign up by Tuesday, Dec. 15, for coverage that starts Jan. 1. If you sign up from Dec. 16 to Jan. 15, coverage starts Feb. 1. Either way, it begins only after you pay the first premium.
Some states that run their own marketplace give you longer. California and New Jersey take sign-ups through Jan. 31 (Dec. 31 for a Jan. 1 start), Rhode Island through Jan. 31 and Massachusetts through Jan. 23. Pennsylvania and Maine end Jan. 15, like HealthCare.gov.

The five dates on HealthCare.gov
| Date | What happens |
|---|---|
| Sunday, Nov. 1, 2026 | Open enrollment opens: enroll, renew or change plans for 2027 |
| Tuesday, Dec. 15 | Last day to enroll or change plans for coverage that starts Jan. 1 |
| Friday, Jan. 1, 2027 | Coverage starts for people who signed up by Dec. 15 and paid the first premium |
| Friday, Jan. 15 | Open enrollment ends: last day to enroll in or change a plan for 2027 |
| Monday, Feb. 1 | Coverage starts for people who signed up Dec. 16 to Jan. 15 and paid the first premium |
After Jan. 15, HealthCare.gov lets you enroll or change plans only with a Special Enrollment Period, which follows a life change such as losing other coverage.
You can apply for Medicaid or the Children’s Health Insurance Program at any time.
And signing up isn’t the last step. HealthCare.gov says coverage doesn’t start until you pay your first premium, and the insurer can end it if you don’t.
States that run their own marketplace
Some states run their own enrollment site instead of HealthCare.gov, and they can set a later deadline. The table above lists the six we confirmed on each state’s own site on Nov. 1.
California and New Jersey give you the most time for a Jan. 1 start, until Dec. 31, and keep enrollment open through Jan. 31. Rhode Island also runs to Jan. 31, and Massachusetts to Jan. 23.
Oregon is new this year. HealthCare.gov says that starting Nov. 1, Oregon residents use the state’s own marketplace, ExploreHealthOR.gov, for 2027 plans.
If your state has its own marketplace and isn’t in the table, use that state’s site. Its deadline may not match HealthCare.gov’s.
What changes for 2027
The extra tax credits are gone
The larger premium tax credits that started in 2021 expired Dec. 31, 2025, because Congress didn’t extend them, Pennsylvania’s marketplace, Pennie, says.
HealthCare.gov lists income between 100% and 400% of the federal poverty level as the range that qualifies for the premium tax credit, and says the previous year’s poverty levels set next year’s savings.
For 2027 plans, that works out to $15,960 to $63,840 for one person and $33,000 to $132,000 for a family of four. That’s our math, from HealthCare.gov’s 2026 table, and the numbers are higher in Alaska and Hawaii.
Fewer immigrants qualify for help
Under the federal law known as H.R.1, Pennie says only three groups of non-citizens can get financial savings starting in 2027:
- green card holders
- Cuban and Haitian entrants
- residents covered by a Compact of Free Association (Micronesia, the Marshall Islands and Palau)
A raise can cost you at tax time
Pennie warns that if your household income ends up higher than the estimate on your application, you owe back the extra savings when you file taxes.
So update your income estimate when it changes.
What CMS says about prices
In its Oct. 30 fact sheet, the Centers for Medicare & Medicaid Services says:
- more than 75% of people who buy through HealthCare.gov will have access to premiums at or below $50 in 2027
- people have access to about 100 plans from five to six insurers, on average
- eligible enrollees will see 35 plans that work with a health savings account, on average
It didn’t publish an average premium change.
In California
Covered California says Molina Healthcare won’t offer plans in northeast Los Angeles County or Orange County in 2027, so Molina members there need to pick another plan.
Before you sign up
Your exact price and savings show up only when you finish an application. They’re based on your income estimate for 2027, not last year’s.
If your plan renews on its own, compare it anyway. Pennie says plans and prices change every year.

- Oregon’s 2027 deadlines on its new marketplace, ExploreHealthOR.gov. Its home page says open enrollment is here but did not list the dates.
- The Jan. 1 cutoff in Rhode Island, Massachusetts and Pennsylvania, which the pages we read did not state.
- How much 2027 premiums changed on average. CMS’s fact sheet does not say.
